[ARCHIVED] Notice of Public Hearing

The Public Utilities Commission (PUC) gives notice that it will conduct a public hearing on Thursday, July 28, 2022 at 9:30 A.M. at the PUC’s office, Hearing Room A, 89 Jefferson Boulevard, Warwick, Rhode Island. The purpose of this hearing is to take public comments regarding the Town of Narragansett’s proposed Community Electricity Aggregation Plan. The hearing may continue thereafter from time to time as required. The hearing will be streamed live at https://video.ibm.com/channel/WqQyXw296dg.

People can participate in person at the PUC’s office or in a Zoom meeting through the internet or by calling in, preferably 5-10 minutes prior to the hearing. To participate, click this link https://us02web.zoom.us/j/84831875459 and you will be given instructions to enter the meeting by internet. You will be prompted to enter a name and an email address to enter the meeting. If you choose to participate by telephone, you may call 929-205-6099 and enter meeting number 848 3187 5459 followed by the # symbol when prompted; you do not need to enter a participant ID when prompted. (The Zoom link will close at the expiration of the public comment period.)If you are not interested in providing public comment, please watch the live stream at the address in the first paragraph. You will be able to observe the hearing and hear others’ public comment.

In this docket, the Town of Narragansett filed for approval of a proposed Community Electricity Aggregation Plan (Plan) submitted pursuant to R.I. Gen. Laws § 39-3.1.2. The law enables municipal aggregation which allows a city or town to aggregate its electric load and procure electric supply from a nonregulated power producer for its residents and businesses. The purpose of the Plan is to provide universal access to new electricity supply choices for residents and businesses with the goals of delivering price stability, cost savings, and an increase in the percentage of renewable energy. The proposed Plan includes: an organizational structure of the program, its operations, and its funding; the process for establishing rates and allocating costs among participants; the methods for entering and terminating agreements with other entities; the rights and responsibilities of program participants; and termination of the program.

Written public comments regarding the proposed Plan may be submitted by 4:00 P.M. on July 28, 2022 to Luly E. Massaro, Commission Clerk, Public Utilities Commission, 89 Jefferson Blvd., Warwick, R.I. 02888 or by email to luly.massaro@puc.ri.gov.

The proposal is available for examination at the PUC’s office. The dockets can also be accessed at https://ripuc.ri.gov/Docket-22-10-EL. Reference is also made to Chapters 42-35 and 39-1 of the Rhode Island General Laws.

The PUC is accessible to the handicapped. Individuals requesting interpreter services for the hearing impaired must notify the Commission Clerk’s office at 401-780-2107, forty-eight hours in advance of hearing date.
